Bess is a solid slot WR that can help the Dolphins in certain sets. However, Bess is not as good at getting open as Wes Welker and NOWHERE NEAR as good after the catch (Wes is probably the best in the league at making guys miss on short throws and turning them into 1st downs). This is why Bess' YPC is lower than Welker and he would never be the reception machine Welker is. Bess also doesn't have the burst or strength off the line Welker does, he's only Welker's equal in top-end speed.
Ginn killed the Dolphins against the Saints in crunch time- in a game they could have gotten a huge upset in. I say put Hartline and his 4.51 speed at Split End (just fast enough to play the X role with his all round- well built- athletic skill set), put Camarillo at Flanker and use Bess a lot in the slot in most sets- in place of the FB or in rare cases TE Fasano or Camarillo. Ginn can come in- once in a blue moon- for a deep fly pattern- but he'd probably still hurt them as much as help them with his butter fingers.
