Forgot to add.. Elway's and Manning's rookie years were long before the spread elements of the college game, and various QB protections were instituted in the pros. Mostly everything was tight, and between the hashmarks. Tim's better qb rating is pretty much rendered irrelevent due to the differing eras and respective offensive/defensive sets.
Also, the QB rating is benefitted by a running QB's style. When a play breaks down, he tucks the ball and runs. When a play breaks down on an immoble pocket passer, he throws the ball away.. thereby adding an incompletion on his statline. One or two of those a quarter can be pretty be significant when the end of game QBR and completion percentage are calculated.
In Peyton's last full season, he only ran the ball 18 times. He probably threw the ball away or out of bounds 4 to 8 times a game.. adding 0/8 to his weekly stats (0/128 be season's end?), yet his completion % was still 20 points higher (66%) than Tim's.
