White QBs who are good runners are allowed to play in the NFL...as long as they don't actually run and just stick to passing. Andrew Luck was probably the best example of that...great passer, of course, but he was fast as well, could have been a huge dual threat QB but the league shoehorned him into the role of Peyton Manning 2.0.
