Well, one of the track websites reports that he ran a 10.24, not a 10.76 as the results still show. I gotta believe that 10.24 is correct.
I don't buy that he could run as slow as 10.76 because he was taking it easy.

"Azerbaijan sprinter Ramil Guliyev, who improved his sprint personal best to 10.08 and 20.42 in 2009 (second and first best time by a European this year), produced another strong performance of 10.24 to win the men's 100m race, adding 13 points to his country's tally of 182.5 at the end of the day.
