He was running into a crosswind or 3/4 headon, the flags and starter pistols smoke indicate this, the wind was not behind him.

Keegan Hicks of Texas, ran his first ever 100m in 10.14 seconds!!
No wind indicated, but even if wind aided, it's a great time. And even greater considering it's first 100m ever.

Jones won the 110m hurdles at the Bluebonnet Invitational today in a windy (2.8w) 13.11.Andrew Jones of Texas just ran a Texas State record, and the third fastest 300m Hurdles OF ALL TIME… in his 1st race of the season!!!
In the heats, Jones ran an all-conditions high school record of 13.01 (6,2w) in the boys 110m hurdles.
He is definitely a star in the making.
