It's only because the athletes are relatively famous that this is an issue beyond a fine. I could tell you stories from ever bettor I have ever known about placing bets with bookies or going to the track and betting under age.

Occasionally the news has a story about underage gambling and the casino will get huge fines and the better is banned until the player is of age.
