I actually think this will happen as mass mechanization and robotics/computers have eliminated many blue collar jobs since the end of WW2.
Watch any old doc about construction or a period piece and you will see armies of workers digging and hauling to build structures or pave roads. Now it's a few sparse workers who work with machines. Factories are the same thing and computers have eliminated many so called "gray" collar jobs too.
They say the money will come from corporations who will see their marginal tax rate increase to personal rates. What I can't see is this new form of welfare for displaced workers being much "better" than current welfare in terms of benefits as greater numbers of people will be drawing on this. Also corporations have shipped off many jobs oversees because of "high taxes", will these same corporations be willing to pay higher tax rates to fund this pie in the sky idea? History shows that they will do everything possible to avoid these levies.
