Would the Serial Stabber have been eligible for the Sheinbein Rule?

If anything Stabber would be more eligible as he is an Israeli citizen rather than just the son of a citizen.

Toronto had a similar case where a bunch of White kids attacked a small scrawny Russian immigrant youth and one fled to Israel. He was later found not guilty due to witnesses lacking good character. I can't remember if he voluntarily came back to face charges or was extradited. Anyway Israeli jail is actually not that harsh and is pretty close to rehab.
