My high school had a foreign language requisite, as does my current university. Since 5th grade I've been taught Spanish, and I have never really had a choice as to whether or not I wanted to learn another language.
The schools are starting progressively earlier and earlier. With government funds, I might add.

Worse of all, they are probably teaching mexican spanish not Castillian spanish.
