Joseph Stalin's close advisor Lazar Kaganovich was instrumental in the genocide of the peasants in the USSR.

"Lazar Moiseyevich Kaganovich (22 November 1893 – 25 July 1991) was born to Jewish parents in the village of Kabany, Radomyshl uyezd, Kiev Governorate, Russian Empire. He was a Jewish Bolshevik politician and administrator. In 1918, Kaganovich acted as Commissar of the propaganda department of the Bolshevik Red Army.
Kaganovich implemented the 1932-33 Holodomor Genocide. He also personally oversaw the grain confiscations that initiated annihilation during the same time period. On January 13, 2010, Kiev Appellate Court posthumously found Kaganovich guilty of genocide against Ukrainians. The case was ended immediately after indicating an attempt at Jewish appeasement."
