There is an old thread on horse racing buried in the archives of the site but essentially horse racing would be dead without foreign born jockeys from the old Anglo Caribbean and Latin America taking mounts in North American races. A few are White most are not and are largely Mestizo or in the case of Anglo Caribbean jockeys Indo-Caribbean.
The demands of making weight restricts who can become jockeys as it's even harder to make weight than boxing, mma or amateur wrestling as you need to be close to weight for the entire meet which can be more than 4 months. Carrying close to 118 pounds for 4 months straight is very hard to do in the modern North American society with all of the processed foods available.
A few White North American jockeys of recent vintage are Gary Stevens, Pat Day and Mike Smith and the jockey you are speculating on is a French national who is White and came over to race from Europe but he is a rare bird as European racing weights are generally heavier and the races are generally longer too.
