They can't; they're stuck there. Most aren't allowed to emigrate, and none of the "White" countries want them anyways. A few escape due to marriage to a foreigner and other exceptions, but the Boers in particular have nowhere to go.

Really only ethnic Germans can leave without capital as Germany has it in it's constitution that any German by blood is allowed to immigrate to their country because of the refugee crisis at the end of WWII where ethnic Germans fled Poland, Romania and the Czech republic.

To be honest your German ancestry can be minuscule at best. When the Soviet Union split up many "Germans" fled the outer Asian republics and many of the refugees look more like Eurasian people or Russian rather than Germanic as Germans have been in the former Russian Empire for 250 plus years.
