Kilty will go sub 10 and he will do it more than once. He hasn't peaked yet. None of these guys have. That will come in the next month or two. They don't get into peak form until the national champs of their countries and then the world championships after that.
So basically Kilty just ran a wind legal 10.10 and 10.05 within two hours of each other yet you say he is not a sub 10 sprinter. I would put a bet on that in a second. The kid will break the barrier. Just because a guy might never run 9.70's times doesn't make what he is doing any less of an athletic performance. To add to that Kilty and Gemeli are not on the peds that most of the world class guys are like Bolt, Blake, Gay, Gatlin, etc.
What Gemeli, Lemaitre and Kilty are doing is far more impressive than fake world records produced from a lab and guys that stick needles in their as*!
