When Genocide is Permissible

I remember talking once with this nice jewish fellow, a libertarian, at a party, he had a few drinks and I brought up the situation in the middle east. He turned red and yelled at me that the only solution was to round up each and every arab child and slaughter them. Kill them all. That's the only solution. Anything else would eventually mean the end of the jewish people.
I was shocked at first, seeing as how this seemed a clear violation of the non-aggression principle, but realized that the booze had actually cleared this poor fellows vision, not obscured it. The truth is in the numbers, same as in the West.
There just has to be a better way?
