Some politician here should consider proposing what England is considering...denying benefits to those caught doing this...no more food stamps, welfare, Section 8 vouchers, Unemployment Benefits, etc. Cut them off completely from the taxpayer doles. I think the bottom line here is that black people are their own worst enemies. Any self-respecting person of any race would be embarrassed to see a video like this, but blacks either stay silent or worse, some actually defend this behavior. It's part of the entitlement mentality that they are owed something.

And when someone like the PHI mayor comes out and says "you've shamed your race" and to clean up your act, some voices in the black community actually told him to basically shut-up. It's always someone else's fault, and they never take responsibility for their actions.
