The tax hell state I live in is governed by idiots. Yet again we find that blacks are ineducable as compared to white standards, so what is the conclusion? RACIAL BIAS of course!

School district must erase its racial bias
The Janesville School District is more than twice as likely to identify a black male student as needing special education for emotional behavioral disabilities than a white student.
That is according to 2003-04 data.
And that is cause for concern.
Black students-males and females-are also more likely than whites to be habitual truants or serve suspensions. Blacks are less likely to do well on state tests and to be identified as gifted and talented...

Through the No Child Left Behind law, federal and state education departments have made it clear that the achievement gap between minorities and whites must be closed. Hilliker said the gap can be closed by helping students feel good about themselves so they use the talents they have to succeed.
Any "unconscious bias" that hurts chances of closing this achievement gap is unacceptable.
