2-5 Defense to stop Scrambling QBs?

Hey the Patriots have this defense thats called 2-5 defense. This would be great to use against scrambling QBs like Vick. You would have 2 D-linemen(2 DTs or 2 DEs or a mixture) And either 5 Linebacker or 4 Linebacker and 3 Safetys. This would put a LB or S to cover the QB. Now this guys job would be to just stand around and wait until the QB starts to run. Now if this is used against the QB and he is not able to run then what can the Scrambling QB do? Yep thats right NOTHING!

I say change the rules back they should be fair game downfield.
