I thought maybe Betty Robinson ran track and field in university but maybe it was unofficial intramural club type competitions. She reigned as the same time as Percy Williams but he only ran club meets in Canada and never competed at the NCAA level.I'm pretty sure it's accurate since there was no women's collegiate track until 1969, and women's NCAA track didn't start until 1982.
I don't think any white guy has been the NCAA 100 leader since 1982, although there may have been a woman or two (Jenna Prandini and Hannah Cunliffe for example) that might have been.
If the first official year of women's track was that year then the odds would be near zero as Blacks dominated the 100m dash since the mid 60's.
PS I swear I read about women competing at least since the early 60's as Wilma Rudolph ran for her HBCU in 60' but maybe it wasn't officially recognized. I know in basketball the women had a forerunning governing body that wasn't the NCAA maybe track and field was similar.
