I could see a DIII program having a guy like this on the roster, but a DI program it's a bit of a joke. If he were a Rudy type who never dressed and played a scout team type role, then this could make some sense. I do recall having a 5'3" 150 pound guy on my team in high school team. Years later I bumped into him in a mall in my old neighbourhood and he was about 190 pounds on that frame he looked like a character from a stereotypical mob movie.....
